OEM13C - Patching Problem

I am working on a blog about patching from oem13c. Everything is running on Linux, db version 12.1.0.2, OEL 6.8.

I set up and tested the normal and privileged credentials, and those work.

However, when running the validation phase. on the transfer common perl module step, I keep on getting the error below. I more complete error message would be useful, but I am not sure how to find that.:
