Of course the other people are getting "files active" error, all the time. The first thing to do before even installing the patch is to shut down the distributed transaction manager service and WMI service. For the remaining files that will stay active more often than not, you can use this:

That is Microsoft process explorer which can find the process holding the DLL. Of course, the permanent solution to the problem can be found here: https://www.redhat.com and it includes formatting your C: drive to become an XFS file system.
