Question about 12c CDB + PDB = APEX Twice?

So I'm playing with 12c CDBs and PDBs and I figure APEX is a good application to start with to get my feet wet with 12c.

One thing I noticed immediately after installing 12c with a CDB and PDB called APEXCDBP and APEXPDBP is that APEX is installed in both:

CDB:
Owner = APEX_040200
Segments = 810

PDB:
Owner = APEX_040200
Segments = 810

Anyone know why APEX ends up in both my CDB and PDB - is it *really* needed in the CDB? I would have thought the CDB should be fairly bare bones and not application heavy. I think of APEX as an application would have thought it would be in the PDB seed only and not in the CDB.

I'm *assuming* it is because of the nature of a CDB versus a standalone 12c database - that is, a CDB is not much different than a standalone install of 12c (non-multi tenant) so Oracle chose not to differentiate what actually gets built.

Is there *any* reason to keep APEX in the CDB after you stand it up? Logically it doesn't seem to fit there but maybe I'm missing something?
