   Please, verify if your parameter compatible is lower than 10.2, please read the MOSC 445129.1, maybe the method described on this link http://tesliuk.blogspot.com.br/2013/12/how-to-create-dblink-using-encrypted.html works for you, but I not checked if this solution is supported by Oracle, so be careful with this.
