I have 12.1.0.2 installed (full installation) and both files are present.

Typically Oracle has never included the mesg files with MS Windows, no idea why not.

I don't really want to install a 12c full installation just to check if the mesg files exist there, so could someone that has a 12c db installation on Windows respond with information on these 2 files?
