MMNL absent during shutdown immediate

WIth 11.2.0.3 on OL 5.9 we are experiencing some long delays during shutdown immediate. I did a 10046 trace as suggested in 164504.1 on a shutdown immediate and the wait all with this MMNL process going AWOL:

this was a rather short wait, only 20 minutes as some have been much longer. Is there something I can do to make this wait/shutdown cleaner/shorter?
