SQL Developer is a standalone app right? (I know it used to be)

So couldn't you have client folders with specific SQLDeveloper installations to prevent cross contamination?

Believe me, it wouldn't be 'funny looks'. It would be 'walk to the door', and perhaps 'see you in court' with some of the fraud detection groups in the customer base.
