If this is the case, it is a requirement of NetApp, as it is not required by Oracle.
iSCSI works fine without ASMLIB. I will supply the caveat that I have done this on Oracle Linux 5.5, not 6.

Even so, it seems unlikely to be a requirement for anything other than NetApp.

I am not a sysadmin, but would tend to agree with that.

You probably need to create a Proof of Concept environment, and try it.
