be careful modifying local_listener to only IPC!
the SCAN-listeners redirect the client to the local_listener value it
gets from PMON (currently I do _not_ know if SCAN listener filters out
IPC). So if there is no useable network-connection mentioned in
local_listener, I'd expect bad results.
(this is all untested, but I'm sure we all will have the chance to
test it, sooner or later)
