It is simple really.
This isn't a technical problem.
IT (you and your mgr) need to present to the business community that without this, there will be no disaster recovery.
Then you put the responsibility on them:
- yes, we will do DR.
- no, we will not do DR.
They have to agree to the choice they make in writing. (email will do)
