Got a response from oracle support. There is a bug in 10.2.0.3 CPUOct2007.
If you dont have advanced security installed, you have to remove a
subdirectory from the patch directory.
Has anyone seen this before? Getting it trying to install October cpu in 10.2.0.3 solaris 64 bit v 5.10 (i get this for each patch):
Pre-requiste "CheckApplicable" failed.
