oct cpu error

Has anyone seen this before? Getting it trying to install October cpu in 10.2.0.3 solaris 64 bit v 5.10 (i get this for each patch):

Pre-requiste "CheckApplicable" failed.
The details are:

Patch 6397929:
Make Action: Make file
"/u01/app/oracle/product/ora102030_64.server/network/lib/ins_nau.mk" does not exists or is not readable
'oracle.network.rsf, 10.2.0.3.0': Cannot re-link target 'iokinit' using make
