You can use it either as active/passive failover with Oracle single-instance, or there's a slightly different version that you can use as RAC clusterware - you still use the CRS, but it recognizes the VCS and just kind of acts as a pass-through. Many many people all over the world use VCS in single-instance environments - for RAC with 10g is much more rare.
