I am not sure when it checks for .sqlnet.ora, though I have been told
its in the sequence. Here are the other places I know it checks (in no
particular order):
$ORACLE_HOME/network/admin/sqlnet.ora
$TNS_ADMIN:sqlnet.ora
/var/opt/oracle/sqlnet.ora
