Yes - it is installed and enabled by default. To disable access from
GC/DBC you have to go into Setup (top-right corner), then Management
Pack Access (menu on the left), and select the Remove Access options and
click Apply.
I don't know of any way to disable access from the command-line/API - you have to just excercise self control and make sure you don't select anything from the associated tables or views, or call the associated procedures, which is pretty lame (if you want my opinion :-)

By the way, you dont "install" this pack correct? You just enable it from DB Control or Grid Control no?
