Database Control licensing question

I'm doing my first installs of 10g on Linux. I fired up the URL for Database Control and I get the message below: >> Oracle Enterprise Manager 10g Database Control is designed for managing a single database, which can be either a single instance or a cluster database. The following premium functionality contained within this release of Enterprise Manager 10g Database Control is available only with an Oracle license: Database Diagnostics Pack <cut> Database Tuning Pack <cut> Configuration Management Pack <cut> >> I've done some search on Oracle's web sites. I'm not completely clear on what they mean here. I know that the Diagnostic/Tuning/Mangement packs are normally licensed separately. So does this mean that Database Control includes this functionality with the Oracle database license, or must I license these items separately. If I must license them separately, then I can't really use Database Control without licensing the diagnostic packs. Correct?
