that's depends..
when you are using UNIX machines then the money for the CFS is really nothing compare to all the hardware but
when using linux machines each cost around 5-7k. and veritas license cost additional 5k for each node then you think twice if to buy it or not.

about the cost of RAC, you are right.
I was looking on that as no cost at all because that in large IT companies you have a site license for oracle (get every thing you wish from oracle) and the cost of oracle tools doesn't get in the cost calculation...
