What about PostgreSQL? While it isn't completely compatible, it does have a version of PL/SQL -- AFAIR the major differences are in quoting -- and even semi-supported patches to enable horrors like CONNECT BY. And it even supports a locking model quite similar to Oracle.

I'd be curious about how Oracle SQL and PL/SQL support in these products compare to PostgreSQL's.
