OEM connection to 10g database

Oracle RDBMS 10.1.0.2
Solaris 8 64-bit
OEM 9.2.0.1 I just installed a 10g database and I'm trying to connect to it through OEM. I'm getting an error message saying: "This application requires you have been granted the SELECT ANY DICTIONARY privilege."

Problem is that I've done this and I get this error message when trying to connect as SYS, SYSTEM or any other users even though they have been granted the DBA role and the SELECT ANY DICTIONARY role explicitly.

Has anyone else ever seen this? If so, how do I resolve this issue?
