Leaving passwords undocumented is very unprofessional behaviour, particularly if the person refuses to tell you what it is.

While this won't solve the immediate technical problem, consider a civil court proceeding against the person for the damages (lost time, wages, etc.) plus penalties, particularly if the password loss causes the loss of data or business services.

A subpoena for said proceedings delivered at the person's new job will definitely get their attention and that of their new boss. They might suddenly get more cooperative when they realize you might own their house and they might still own the mortgage to it.

Draconian?

For something that takes a few minutes to fix, yes.

For something that costs thousands, hundreds of thousands, or millions to replace - no.
