You don't need 4 dbas in this scenario, only 2. If one or both of your two dbas get a life and don't show up for work, all you need are two sealed envelopes with the passwords. You assign two new dba's and update the passwords, and make two more sealed envelopes. Remember, its an audit, not muclar nissles. ;-)

There has to be a joke in here somewhere... :-)
