What's STATISTICS_LEVEL set to? IIRC, setting that to basic disables a lot=
of the auto management stuff in 10g.

AWR snapshots are not taken automatically. Is there any init parameter, i n= eed to set?
select snap_interval, retention
from dba_hist_wr_control;
SNAP_INTERVAL RETENTION
------------------- -------------------
Manual snapshot works fine.
execute dbms_workload_repository.create_snapshot
