FTS or exporting the table to /dev/null does not necessarily do a block clean out. If the blocks are already in the cache as a CR buffer (or an current buffer with undo buffers are in cache) it can be used to construct the block images and no clean outs are necessary.
You can offline the undo segments and drop the undo tablespace if there are no active transactions using that segment. Active transactions using that undo segments can be found from (KTUXE) which is exposed as V$transaction.
The other alternative is to wait for some (!) more time and once all the transactions vacates the old undo tablespace, you can safely drop the tablespace.
