A standby site, unless the licensing has changed receintly, must be licensed
if it is applying the logs (you could just store the logs on disk I suppose,
recreate the standby once a month or so and maybe you would be safe there).
This is because, for all practical purposes, the database is running....
it's just applying redo in a constant recovery mode. If that approach to
licensing is reasonable and right is another question.

In this article it states Oracle does not charge for backup database = server unless it is used over 10 days a year.
