That is my understanding; we license our standby database server but not =
the drc site; the drc site is brought up only a couple times per year =
for testing; we ftp hotbackup files daily and archivelogs hourly to the =
drc site, this was okayed by Oracle.

In this article it states Oracle does not charge for backup database =3D server unless it is used over 10 days a year.
