Raj,
I looked at Jdeveloper. It does have a PL/SQL component. But to compare it to either TOAD or PL/SQL Developer, it comes up short. The last two have a sql query component with it. So I would have to provide something else for the developers.

Oracle Forms developers doubles as an IDE, JDeveloper is even better IDE.
