All that I can think of is DBMS_LOB.GETLENGTH. Free space would probably be
total space in the tablespace minus the sum of the LOB sizes. As for benefitting
from a rebuild, what would be the criteria? LOB field is usually read and written
sequentially, so there aren't complicated structures that need to be rebuild, except
the LOB index, which cannot be rebuilt manually AFAIK.
