Good point. On AIX with RAC you have to have an init.ora that points to the
spfile so you can find it.

Control files are identified by the parameter (spfile/init.ora) file. If you
kept the parameters in the control file, how would the database know which
control files to read? And if a control file was lost? How would you edit
the
control file to change the parameter to point to a different control file?
Sounds like a catch-42.
