I do not know if you have resolved this problem yet. I have been out of the office for an extended period and I am just now trying to catch up with the 'List'.
We had a similar problem with AIX 5.1 and 'intelligent agent' version 9.2.0.4.
Based on MetaLink note 1014910.6 we made sure the /etc/snmpd.conf was correct. Then we did the following:
Our SYSADM did not see any ill effects caused by stopping and restarting snmpd in this way. He is looking into why we need to start the agent this way.
Please note that once this is done you can stop and restart the agent as long as both the agent and snmpd are not both stopped (as in a reboot of the server).

Do you run Enterprise Manager Server (on the same or different node)? If you do, can you ping the agent? Do you see a session in database for DBSNMP user? I guess that you can not see the processes in UNIX (ps -ef | grep dbsnmp) (I have two dbsnmp and dbsnmpwd)? Has anyone changed the default password for the DBSNMP user and how?

Can you ,please, be more precise which agent (I will
assume it is dbsnmp
- so called "intelligent" agent). I did not have any
issues (so far...)
on AIX5L 5.2 running 9.2.0.4 and oem 9.2.0.1.
What specific errors are you getting?
