DBCA has an option to create a database or save the creation scripts
(example utility calls).
The oradim utility needs an init.ora file to create a Windows service
for an instance.
An active listener is needed for connectivity. If the init.ora file has
remote_login_passwordfile
set to SHARED or EXCLUSIVE, the orapwd utility can be used to create a
password file.
