You're not connected as SYS, as a SYSDBA, or as INTERNAL when starting the "spcreate.sql" script. X$KSPPI is a "fixed-table" (not a view), and it is visible only to SYS; you can't create it or modify it the way you might V$ views...

The "spdoc.txt" file has complete instructions on installing STATSPACK.
