Thanks for the pointer, maybe not "must be broken" , this is 8.1.7.4:

SQL> select job, what, broken from dba_jobs;

       JOB WHAT                      B
---------- ------------------------- -
        61 statspack.snap;           N

SQL> execute dbms_ijob.remove(61);

PL/SQL procedure successfully completed.

SQL> select job, what, broken from dba_jobs;

no rows selected
