1. If you grant DBA role you need no more roles. If you don't have DBA role, you need SELECT_CATALOG_ROLE role.
2. Yes - Kill the holding session or wait.

I have a problem with normal users monitoring locks. What are they going to do with
the results? Kill the holding session? Reconfigure the number of lock elements?
Having a DBA role is a reasonable condition to run monitoring scripts and I've never
had any problems with seeing anything as a DBA.
