Stephane,

I imagine they ("assistive technologies such as screen readers") would be programs / hardware that convert what is on the screen into say voice or Braille.

Used by say visually impaired people, people who can't read and others.

That is, they assist people who can't see or interpret the information that is normally shown on the screen.
