many things are wrong with this trigger, for example:

the OLD pseudo column is defined only for UPDATE and DELETE statements, but not for INSERT ones
the NEW pseudo column cannot be changed in AFTER trigger

read the docs starting with "Using Triggers" from the "Oracle9i Application Developer's Guide"
