Sounds like a problem with social skills. :-)
This could be symptomatic of TOO much contact with duhvelopers and
damagement. ;-)

I understand the need for isolation.
Use of disk quotas will prevent anyone from consuming all available resources. With this kind of environment I would also seriously consider resource limits on the accounts.
