It is expected behavior only. Bit map indexes are not stored in a tree
format and sorting will have no impact.
Have a look at bit map concepts in Oracle Documentation.

like:
SQL> select kill from emp;

SQL> create bitmap index bmap1 on emp(kill asc) nosort; create bitmap index bmap1 on emp(kill asc) nosort
*ERROR at line 1:
Can I use nosort when creating bitmap index
