I think he is looking for number of KTUXEs per block not KTBIT (ITLs).

Does this ITL algorithm same for undo blocks also?

Basically the total ITL size can't be bigger than 50 percent of the available space for data for the block size. ((db_block_size - ovh) /2) / itl size
