Hello Sinardy

PCTUSED means that:
After a block was filled with records and the free space in the block is less then pctfree the block is no longer available for further inserts. If however, the data falls beneath PCTUSED the block became again available for inserts.

In your example, block will never again became available, even if empty, because: After a data block becomes full as determined by PCTFREE, Oracle does not consider the block for the insertion of new rows until the percentage of the block being used falls below the parameter PCTUSED.
