When the session is doing nothing or sometimes when it is executing a plsql. However and regarding inactivity, you should query v$session_wait for the event: SQL*Net message from client. And also look in the column seconds_in_wait, just to know the amount of time that it has become idle.
Note that doing nothing could imply a session that has a lock and could also, block other sessions.
