Preferable solution:
ORADIMxx -DELETE -SID <SID>
xx will depend on your version or Oracle
or
ORADIMxx -DELETE -SRVC <service_name>
service_name is your service name
Alternative solution:
In your registry settings.
Open HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services, and remove all
keys that begin with ORACLE.

Hi all,
I installed, deinstalled, and reinstalled some Oracle
tools. In the NT service window, I still see the
service name for non-extisting services. How can I
clean out these services? (NT 4.0, Oracle 815 EE for
NT, OEM 204).
