Take a look at the Oracle 8i Mogration Guide, part number A86632-01 (available on Technet). In particular, review all the steps in Chapter 7. You can either have the installer do the migration for you, or do it manually. I just did a migration from 8.1.6 to 8.1.7.1.3 on NT 4 Sp6a following the instructions in the document above and had no issues. FWIW, I followed the manual path ;-)
