I've not used TCL, so I can't really say too much about it. It is generally considered simpler than Perl, and likewise less robust.
TK is another matter. If you wish to use a GUI interface with Perl, this is a good way to do it, as it's fairly transportable between OS's.
There are a few good Oracle tools that use Perl/TK, OraC comes to mind.
