There
is a tool you can do to convert a table to CSV on Thomas Kyte's page, there is also a product from Oriole called PDQ Out which will output tables into format that can be blasted in with SQL LOADER.  I would also look into transportable tablespaces.

The Sybase bcp command moves data from a   flat file to a Sybase table and vice versa. I don&#8217;t know of any such command   in Oracle.
