My impression of the Oracle Masters program is that it exists in order to get people to take courses. To get a master's certificate, it's not a matter of whether you know the material, or learn it somewhere else, it's just a matter of paying to sit through a specific list of courses offered by Oracle. At least with OCP certification, you have to go through an exam to show that you know something.
