It is looking for the procedure set_role in the current schema, because you haven't qualified the name with the schema that owns it. If you do not wish to qualify the procedure with the owner's name everytime you want to use it, then create a public synonym for the procedure your_schema.set_role.

All,
I have created some procedures and gave
grant execute on set_role to public;
which should let them execute the procedure. But the other user is not able
to EXECUTE the procedure-set_role in my schema. They get the following error
below.
