I believe that catrman was only used in 8.1.5. What you need to do in 8.1.6
and 8.1.7, is connect to your recovery catalong schema using the rman
executable and issue the command, "create catalog". Once you've done that you
need to go about the registering of the database. In order to use the "create
catalog" command, you need to give the schema that owns the recovery catalog
tables "recovery_catalog_owner" priviledges.
