Hi Don,
probably your DBA uses Oracle Names or host resolution method. Check your sqlnet.ora file and try to find out the parameter "names.directory_path" For example, my sqlnet.ora contains the following parameter: names.directory_path = (TNSNAMES, HOSTNAME). It means that client firstly tries to use tnsnames.ora. If it's not successed, client tries to use host resolution method.
