Have you checked the port numbers and ORACLE_SID's the listener is listening
for are the same as in the definition of your tnsnames.ora ?
Example tnsnames entry:

(DESCRIPTION =
(ADDRESS_LIST =
(ADDRESS = (PROTOCOL = TCP)(Host = panter)(Port = 1521))

(CONNECT_DATA =
(SID = CODATST)

Example matching entry in listener.ora:
