Alex,
I guess you are talking about OEM 2.1. I had the same problem in
Windows2000. I could not start the Management server from Control
Panel/Command prompt. Then I was told by Oracle that OEM is supported on NT,
but not W2K.
So now I have OMS running on a NT server, and I connect to that from my machine using OEM 2.1 running W2k.

Dear Listers,
I have a problem connecting to Management Server on W2K.
It's a fresh installation of the Oracle 8.1.6 on Windows 2000 Server,
and OEM was installed during the same run. I assumed that it had
everything done, but when I tried to connect to Management Server I've
got the following message:
"Unable to connect to the Management Server. Verify that you have
entered the correct host name and the status of the Management Server."
I also checked the Management Server service in Services, it was not
started and it was starting manually, but when I tried to start it,
there was an error: "Couldn't start ... Error 997: Overlapped I/O
operation is in progress."
And the last, when I switched it to AUTO and reboot, it still have not
been started and that's what I found in the Application Log:
"No login credentials were provided. The service cannot start."
I have no idea how to tie these ends.
